He has been the Steele County Commissioner and the director of Nodak Mutual Insurance Company. Currently he works as a newspaper publisher. Devlin previously served in the House from 1997 to 2005, and was the Majority Party Caucus Leader from 1999 to 2000.
He attended Mayville State College. He and his wife Margie have two children.[1]
