Kortz earned his BA in Criminology from Indiana University of Pennsylvania in 1977. He then received his MBA from Duquesne University.
Kortz worked as Operations Manager at Irvin Plant of U.S. Steel but is now retired.
In 2007, Kortz joined the Pennsylvania House of Representatives. He has served in that position since, representing the 38th District.
