Larkin was an Executive Assistant for the New York State Senate. He also served as a Lieutenant Colonel in the United States Army from 1944 to 1967.
Larkin attended the University of Maryland and the University of Denver. He then graduated from the LaSalle Institute.

He ran unopposed in the Republican primary on September 13, 2012; he also ran on the Conservative Party and Independence Party of New York State tickets. Larkin defeated Christopher W. Eachus (D) in the general election which took place on November 6, 2012.[1]
