This measure sought to increase the sales tax from 3 percent to 4 percent for a further twenty years. The money generated from this increase would have gone towards building a $14 million YMCA family fitness center in the city. This measure was brought to a vote by proponents who did not want the city to implement a higher sales tax without voter approval first. Many opponents though felt that the project was overly ambitious and would have sent the city into deeper debt.
