Four statewide ballot questions were on the November 2, 2004 ballot in the state of Wyoming.

* In order to pass, a constitutional amendment must receive a majority of the total votes cast in the election. The total votes cast in 2004 was 245,789, making the majority needed for passage 122,896 votes.
