Miller attended Norfolk Division of Virginia State College and received a Bachelor's Degree at Virginia State University. Additionally, Miller received a Masters Degree at Teachers College, Columbia University and a Ph.D. at University of Pittsburgh.
In addition to serving as senator Miller worked as a professor at the Department of Early Childhood/Elementary Education and retired in 1999. Miller was a Professor Emeritus at Norfolk State University in 2000 and a member of the Faith Temple Church of God in Christ.[2]
