On March 2, 2013, Powell submitted his statement of candidacy with the Federal Election Commission, allowing him to begin raising money for his 2014 congressional campaign. In his paperwork, which was received by the FEC on March 11, 2013, Powell stated his intention to seek the Democratic nomination for New York's 13 district seat in the 2014. The seat is currently held by fellow Democratic Rep. Charles Rangel. Rangel, who has been elected to the U.S. House 22 times as of his narrow victory last November, had not yet announced whether he will run for re-election in 2014 as of Powell's filing date.[3]

Powell did not run for re-election in 2010.

On November 4, 2008 Powell won re-election to the New York State Assembly, District 68, defeating opponent Norma Soriano (R).

Powell raised $82,617 for his campaign while Soriano raised $0.[4]
