An Alabama Assets and Liabilities Transfer Amendment will appear on the November 6, 2012 ballot in the state of Alabama as a legislatively-referred constitutional amendment.

The measure deals with transferring the assets and liabilities of the Water Works and Sewer Board of the City of Richard to the Board of Water and Sewer Commissioners of the City of Mobile. The measure was sent to the ballot during 2011 state legislative session.[1]

Path to the ballot

Article XVIII of the Alabama Constitution says that it takes a three-fifths (60%) vote of the Alabama State Legislature to qualify an amendment for the ballot.
