The Alabama Medicaid Amendment will appear on the September 18, 2012 special election ballot in the state of Alabama as a legislatively-referred constitutional amendment. The measure would authorize the transfer of $145.8 million from an oil and gas trust fund to the General Fund for the state Medicaid budget.[1]

Path to the ballot

Article XVIII of the Alabama Constitution says that it takes a three-fifths (60%) vote of the Alabama State Legislature to qualify an amendment for the ballot.[2]
