Clarke is a nutritionist. She is previously been a professional consultant and worked in insurance. She earned her BS from Alcorn State University and attended the Tuskegee Institute.

Clarke is a member of Alpha Kappa Alpha, Alcorn Alumni, Jack & Jill of America, Incorporated, Mississippi Public Health Association, Regional Association of Drug Free Schools and Communities, and the State Parent Teacher Association.[1]

On November 8, 2011, Clarke won re-election to District 69 of the Mississippi House of Representatives. She ran unopposed in the August 2 primary and was unchallenged in the November 8 general election. [2]

Issues

Legislation

Clarke has been pushing for a sex education bill for 20 years, stating that, since Mississippi has the highest rate of teen births in the country, abstinence-only classes are not working. She has advocated for an opt-in sex education class, where parents have to sign up their students in order to take the class.[6]
