Barill is retired from public service. He worked as a Monongalia County Magistrate from 1980-1997, and as a Monongalia County Sheriff from 1997-2001. He attended St. Francis High School, and completed additional coursework in his role as a magistrate and probation officer.

Barill is opposed by incumbent Barbara Evans Fleischauer, incumbent Charlene Marshall, Nancy Jamison, and Billy Smerka, Jr. in the May 8 primary election. The general election takes place on November 6, 2012.
Barill was elected to District 44. He defeated Republicans Kevin Patrick Jr., Kevin Scott Poe, and Chris Walters and Democrat Stephen Lee Cook, Independent Paul Brown and Libertarian Tad Britch. He was one of ten candidates running for the four positions in District 44 on the ballot in the November 2, 2010 general election. Only the top four vote-getters were elected. He defeated Republican Shelby Bosley in the May 11 primary.
