Arkansas House of Representatives elections, 2012

Arkansas House of Representatives will be held in Arkansas on November 6, 2012. All 100 seats will be up for election.
The signature filing deadline for candidates wishing to run in these elections was March 1, 2012. The primary election day will be May 22, 2012.
Races have begun forming earlier than usual this year as Democrats attempt to reassert themselves after losing a number of seats in 2010. Republicans are also campaigning early in hopes of gaining control of the legislature.[1]

Impact of redistricting
Governor Mike Beebe's redistricting maps were approved 2-1 in August 2011. Democrats Beebe and Attorney General Dustin McDaniel voted yes, while Republican Secretary of State Mark Martin did not approve. Martin and others have criticized the maps' impacts on the representative districts of the Arkansas House of Representatives. Beebe's map reduces the number of districts with an African American majority from 13 to 11 and pits four pairs of incumbents against each other in 2012. Martin's map would have increased the number of districts with an African American majority to 15 and would have only paired 3 sets of incumbents in 2012. Senator Hank Wilkins defended the current maps, claiming "In order for us to keep three districts (in southeastern Arkansas), in essence the percentage of African-Americans would be so low that in my mind we would not really have majority-minority districts. "We'd have districts that, conceivably we could lose all three African-Americans (in the House), and I was not willing to take that chance."[1]
Redistricting has lesser impacts in the Arkansas State Senate, maintaining the current number of African American dominated districts at four. It also pairs no incumbents against each other in 2012.[1]
The four pairs of current incumbents who will be placed in the same district in 2012 are as follows:
- Jon S. Eubanks (R), District 84, with Gary Stubblefield (R), District 67
- Efrem Elliott (D), District 11 with James Word (D), District 16
- Garry Smith (D), District 7 with David Fielding (D), District 5
- Lori Benedict (R), District 82 with Linda Collins-Smith (D), District 80
None of these incumbents are term-limited in 2012, so they could all face off in the 2012 election.

Qualifications
Article 5, Section 4 of the Arkansas Constitution states: No person shall be a Senator or Representative who, at the time of his election, is not a citizen of the United States, nor any one who has not been for two years next preceding his election, a resident of this State, and for one year next preceding his election, a resident of the county or district whence he may be chosen. Senators shall be at least twenty-five years of age, and Representatives at least twenty-one years of age.
Term limits
The Arkansas House of Representatives has been a term-limited state house since Arkansas voters approved the Arkansas Term Limits Initiative in 1992 as an initiated constitutional amendment.
There are 100 Arkansas State Representatives. In 2012, 23 of them (23%) who are current members were ineligible to run again in November (19 Democratic state representatives and 4 Republican state representatives).
In addition to the 23 state representatives who are leaving office because of term limits, 10 Arkansas state senators are also termed-out.

Republicans (4):
Partisan
On August 10, 2011 a self-proclaimed conservative Democrat, Rep. Linda Collins-Smith, switched parties and joined the Republican ranks.[1] As of August 2011, the move shifted the partisan balance in the Arkansas House from 55-45 to 54-46.
Although the switch didn't change the partisan balance in the house, many Republicans from across the nation have hailed the switch as a sign of things to come for Republicans in 2012. Reince Priebus, the Republican National Committee Chairman, spoke out in a statement released by the GOP, "Today's switch is a clear indication that Republicans have changed the conversation and are leading the way to turn our economy around and help job creators." [1]
Democrats however, have dismissed Collins-Smith's decision, and have chalked it up as a just another legislator disgruntled over redistricting. State Democratic Chairman Will Bond referred to the move as "shrewd" and "political." [1]
Collins-Smith reacted to the Democrats' statements, claiming the decision was made after the end of the session, and had nothing to do with the redistricting maps.[1]
