Bill Barlow is a Democratic member of the Virginia House of Delegates, representing District 64 since 1992.

Barlow works as an attorney and previously served in the United States Air Force from 1958-1962. He earned his B.S. in agricultural economics from Virginia Polytechnic Institute and State University in 1958 and his L.L.B. from the University of Virginia in 1965.
