Grogan attended West Point and earned a B.A. in history from Lynchburg College. He graduated with a J.D. from the University of Richmond in 1971. He is an attorney.

- Honest Government
Excerpt: "First, Bill favors term limits for Delegates and Senators to keep our elected officials more accountable. Second, Bill supports the idea of non-parisan redistricting commission to do away with the gerrymandering agenda of whatever party is in power."
- Regional Cooperation
Excerpt: "In order to get the Counties of Henrico and Chesterfield, and the City of Richmond, working together, we must promote regional cooperation for the betterment of schools and roads. Bill favors turning the Richmond Metropolitan Authority (RMA) into an elected body of officials from all three jurisdictions. The new RMA would be charged with regulating tax revenue allocated to the RMA from all three jurisdictions, money they would normally allocate for schools and roads, which would in turn be used to fund a regional transportation network and a regional school system."
- Women's Rights
Excerpt: "Bill is pro-choice and beleives a woman's heathcare concerns should be between her and her doctor, not the government. His opponent voted in support the personhood bill that would have outlawed many forms of birth control."
- Voting Rights
Excerpt: "The right to vote is fundamental to democracy. That’s why Bill opposes policies like requiring a voter ID at the polls aimed at making it harder for Virginians to vote. Bill favors legislation that supports restoration of voting rights for non-violent offenders."

As a Tax Lawyer, he thinks it's time that we do away with taxing people's earned income and impose a state consumption tax on the products and services we purchase with our money."
Grogan is married to Sandra. They live in Richmond, VA. He was President or served on the Board of Directors for the West Point Society of Richmond from 1986 to 2009 and the Richmond Rugby Club from 1968 to 2009, and as President or Treasurer of the Local Chapter of Federal Bar Association from 1973 to 2003. He was also a member of the Elks from 2003 to 2009.
