Winney was a Republican candidate for Wyoming House of Representatives elections, 2010, District 22 of the Wyoming House of Representatives. The primary election was on August 17, 2010 and the general election was on November 2, 2010.

Winney was defeated by Democrat Jim Roscoe in the general election on November 2, 2010. Winney defeated Republican Emmett Mavy in the August 17, 2010 primary election[2][3]
