Concealed carry

Phelps disagreed with Illinois Governor Pat Quinn (D) on a 2011 concealed carry bill. Governor Quinn declared that he would veto the bill, which would have allowed residents to carry concealed firearms in public places.

Phelps worked to garner enough support to move the legislation on to the Illinois State Senate and pushed for a vote in the House, despite Quinn's opposition.

"I just think that (Quinn) is wrong," Phelps told the media. "And you agree to disagree. Sometimes people within your own party disagree with what they say. And I totally disagree with him today."[2]

Phelps won re-election in the 2012 election for Illinois House of Representatives District 118. Phelps was unopposed in the March 20 Democratic primary and was unopposed in the general election, which took place on November 6, 2012.[3][4][5]
