The 39th congressional district of California will hold an election for the U.S. House of Representatives on November 4, 2014.

California is one of three states to use a blanket primary, or top-two system, which allows all candidates to run and all voters to vote but only moves the top two vote-getters, regardless of party affiliation, to the general election.[3][4][5]

Heading into the election the incumbent is Edward R. Royce (R), who was first elected in 1992.

California's 39th Congressional District is located in the southern portion of the state and includes part of Los Angeles and Orange counties.[6]

On November 6, 2012, Edward R. Royce (R) won re-election to the United States House. He defeated Jay Chen in the general election.

On November 2, 2010, Linda Sanchez won re-election to the United States House. She defeated Larry Andre and John A. Smith in the general election.[7]
