The 40th congressional district of California will hold an election for the U.S. House of Representatives on November 4, 2014.

California is one of three states to use a blanket primary, or top-two system, which allows all candidates to run and all voters to vote but only moves the top two vote-getters, regardless of party affiliation, to the general election.[3][4][5]

Heading into the election the incumbent is Lucille Roybal-Allard (D), who was first elected in 1992.

California's 40th Congressional District is located in the southern portion of the state and includes part of Los Angeles County.[6]

On November 2, 2010, Edward R. Royce won re-election to the United States House. He defeated Christina Avalos in the general election.[7]
