Proposition 38 was on the ballot in California in 1914 as an initiated state statute. Its goal was to provide for the issuance and sale of state bonds in the amount of $1.25 million to create a fund for the acquisition of a site in the city of Los Angeles, upon which a state building would be erected.

It was defeated at the polls.
