If someone feels a person or committee violated Idaho campaign finance law, the first step is to file a complaint with the Idaho Secretary of State[1] [2]. Once a complaint is received, the Secretary of State investigates the complaint and the Idaho Attorney General has authority to take all and necessary legal and disciplinary action[3]
General requirements
Certification of Treasurer
Under Idaho law, before any political committee in support or opposition of a ballot measure must file a Certification of Treasurer Statement with the Idaho Secretary of State[4]. This serves as the official campaign statement of organization. The only requirement for the treasurer is that the person chosen to serve as the committee's treasurer is a registered voter in the State of Idaho[5].
Political committee
All groups in support or opposition of a ballot measure in Idaho are considered to be a Political Committee[6].
The $1,000 in 48 hours rule
Any Political Committee in support or opposition of a ballot measure in Idaho must report any contribution within 48 hours during the last sixteen days of the election[7].

Contribution limits
Under Idaho law, Political Committees are treated the same as Political Action Committees in which they can accept unlimited contributions from individuals, corporations, labor unions, and state and local party organizations[8].
Filing reports
Any Political Committee in Idaho in support or opposition of a ballot measure must file a campaign finance report if they receive contributions or make expenditures of $500 or more[9].
Idaho Right to Contribute law
Idaho law prohibits labor unions from making contributions to a political campaign as a condition of union membership and employment[10].

7 Day Pre-Primary
The 7 day pre-primary report is the first campaign finance report for Political Committees in Idaho. This report for the 2010 cycle covers activity from January 1 to May 9, 2010. The Report is due on May 18, 2010[11].
30 Day Post-Primary
The 30 day post-primary report is the second campaign finance report for Political Committees in Idaho. This report for the 2010 cycle covers activity from May 10 to June 4, 2010. The Report is due on June 24, 2010[12].
October 10 Pre-General
The October 10 Pre-General report is the third campaign finance report for Political Committees in Idaho. Also, this is the first of two pre-election campaign finance reports. This report for the 2010 cycle covers activity from June 5 to September 30, 2010. The Report is due on October 10, 2010[13].
7 Day Pre-General
The 7 Day pre-general report is the fourth campaign finance report for Political Committees in Idaho. Also, this is the second of two pre-election campaign finance reports. This report for the 2010 cycle covers activity from October 1 to October 17, 2010. The Report is due on October 26, 2010[14].
30 Day Post-General
The 30 Day Post-General report is the fifth campaign finance report for Political Committees in Idaho. This report for the 2010 cycle covers activity from October 18 to November 12, 2010. The Report is due on December 2, 2010[15]..
Annual report
The Annual report is a cumulative campaign finance report. The report takes all financial activity from January 1 to December 31, 2010. The report is due on January 31, 2011[16]..
Campaign advertising restrictions
Under Idaho law, all electioneering communications paid by a contributor for a campaign must be reported to the Idaho Secretary of State[17]. Under Idaho law, all ads made by independent expenditures must have a independent expenditure campaign registration on file with the Idaho Secretary State at least thirty days before the general election[18]. Any communication of $1,000 or more must be reported within 48 hours to the Idaho Secretary of State[19].
Idaho law requires the name of the person who paid for the advertisement to be put as the actual disclaimer[20].
Terminating a committee
Idaho law requires any committee that intends to dissolve to file the summary section of Campaign Financial Disclosure Report (C-2) that indicates zero expenditures and contributions. Idaho mandates that campaigns can only terminate when they reach zero balance on Line 6 of Idaho Form (C-2) and have no outstanding debt. Form C-2 has a check-off box to determine if the report is a termination report[21] [22].
Campaigns in Idaho can use their surplus funds as donations to non-profit organizations, national, state or local party committees, state and local Candidates, and other political committees. Also, surplus funds can be used once a person is sworn into office to take care of ordinary expenses.
