Carolyn Hugley (b. May 2, 1958) is a Democratic member of the Georgia House of Representatives, representing District 136. Hugley has represented the district, previously the 133rd District, since 1993. She is the House Minority Whip.

Hugley has worked as an insurance agent, and motivational and inspirational speaker.

She is a member of the Georgia State Workforce Investment Board, Greater Georgia Chapter of Alzheimer's Association Board of Directors, Franchise Baptist Church, Liberty Theatre Board of Directors, Chair of the Lower Chattahoochee Area Workforce Investment Board, and member of the Gamma Tau Omega Chapter, Alpha Kappa Alpha Sorority, Incorporated.[1]

Hugley ran in the 2012 election for Georgia House of Representatives District 136. Hugley ran unopposed in the Democratic primary on July 31, 2012. Randy Kitchens ran unopposed in the Republican primary. The general election took place on November 6, 2012. [2] Hughley defeated Randy Kitchens in the general election.[3]
