This measure sought to increase the current road levy by a rate of $1.00 per $1,000 of assessed property value for a period of five years in order to further pay for highway, road and street projects throughout the county.[2] The Cass County Farm Bureau had given its support behind this measure, along with a few townships and villages in the county. The Better Roads for Cass County was the committee behind supporting this measure, trying to get the word out to county residents about the importance of the levy measure and help educate voters about the issue. The Farm Bureau noted that good roads are essential to the county and benefit growth throughout.[3]

The question on the ballot:

Shall the limitation on the amount of taxes which may be imposed on taxable property in Cass County, Michigan, be increased by One Dollar ($1.00) per thousand dollars (1 Mill) of taxable value for a period of five (5) years, 2012 to 2016, inclusive, as new additional millage to provide funds for primary highway, road and street purposes for the use by Cass County Road Commission and each city, town and village in the county? It is estimated that the 1 mill would raise approximately $1,800,000 when first levied in 2012.[4]
