Shields earned his AA from Longview Community College in 1979. He went on to receive his B.S. in Marketing from the University of Missouri-Columbia in 1981. He then earned his MBA in Business Administration in 1983.
Shields was a Retail Manager from 1983 to 1990. He then worked in Real Estate Management and Sales from 1990 to 1993. He is a former Healthcare Project Coordinator since then.
Shields was President of the Mid-Buchanan R-V Board of Education from 1990 to 1991. He served in the Missouri State House of Representatives from 1990 to 2002. From 1996 to 2002, he was House Minority Whip. He was also on the Board of the Mid-Buchanan R-V Board of Education from 1987 to 2004. He joined the Missouri State Senate in 2002 and has served in that position since.
Shields and his wife, Brenda, have two children.
