New Hampshire allows municipal charter cities and counties. There are 10 total counties in New Hampshire. All 10 are subject to General law.[1]

There are 234 total municipalities in New Hampshire. Of those 234, 221 of them are General law municipalities while the remaining 13 are Charter/Home rule cities.[1]

Types of local government

There are 244 local governments in New Hampshire. 13 of these have charters. New Hampshire's local governments fall into the following categories:

  • Counties: There are 10 counties in New Hampshire. None have charters.
  • Municipalities: There are 234 municipalities in New Hampshire. 13 have charters. Although some municipalities are called "cities" and others are called "towns," their legal authority does not differ.[2]

All 13 charter cities have mandated initiative and referendum for charter amendments. Charters may also adopt initiative and referendum provisions for ordinances. All 221 towns have mandated initiative and referendum for ordinances through their town meeting form of government.[3]
