Citizens for Tax Reform (CTR) was an Ohio political advocacy group that sought to qualify a TABOR-style tax-limitation initiative for the 2005 Ohio general election ballot.

CTR filed Citizens for Tax Reform v. Deters in federal court, successfully seeking to overturn Ohio's ban on paying circulators by the signature.
