A City of Carlsbad Limits on Increases in Retirement Benefits, Measure A ballot question was on the November 6, 2012 ballot for voters in the City of Carlsbad in San Diego County, where it was approved.

The approval of Measure A means retirement benefits for the city employees classified as "miscellaneous" cannot be increased without amending Section 502 of the city code through a vote of the public. However, according to Measure A, the city council could reduce benefits of these employees without seeking a vote of the public.

Support

The editorial board of the North County Times endorsed Measure A, writing, "Carlsbad voters have a unique opportunity to become more directly involved in their city's financial health: Proposition A would require a public vote before pension benefits could be increased for certain classifications of city staff. One of the reasons so many cities in California ---- and the state itself ---- are in such dire financial straits is that during the dot.com boom, public employee unions and even nonunionized staff saw the suddenly flush coffers and wanted to share in the bounty. With most salary negotiations taking place in private, and elected officials wanting to be liked and viewed positively by the staff, too often the long-term interests of the electorate are given short shrift. By modifying Carlsbad's charter to require a majority of voters to approve any new pension increases, Prop. A ensures that the interests of the city as a whole are taken into account when reworking compensation in the future."[1]
