City of West Covina Election of City Council Members, Measure D (November 2009)
Measure D proposed dividing West Covina into five council districts.

Measure D was supported by Concerned Citizens for a better West Covina. The committee's treasurer was Dana Sykes, who is the wife of West Covina Council candidate Fred Sykes.
Measure D was opposed by West Covina resident Lloyd Johnson. Johnson sent a letter on October 23 to the Los Angeles County District Attorney's Office questioning the legality of three campaign mailers sent to residents about Measure D.
