The Colorado Executive Director of Labor and Employment is a state executive position in the Colorado state government. The executive director is head of the Colorado Department of Labor, which establishes and enforces labor regulations, provides programs to assist out-of-work citizens including unemployment insurance.

Current officeholder

The current executive director is Ellen Golombek, who was appointed by incoming Governor John Hickenlooper on January 3, 2011. As the executive director serves at the pleasure of the governor, Golombek is not subject to periodic reappointment, except when a new governor takes office.

Before becoming executive director, Golombek served ten years as president of the Colorado AFL-CIO. She previously worked as Assistant to the Secretary-Treasurer and Director of Government Affairs at the Service Employees International Union (SEIU). She was also National Political and Field Director for Planned Parenthood in Washington, D.C., and Vice President for External Affairs in New York. Golombek is currently Colorado State Director for America Votes, a non-profit that "protects every American's right to vote,"[1]

Authority

Colorado statute establishes the executive director as head of the department of labor and employment.[2]

Colorado Revised Statutes, Section 24-1-121

(1) There is hereby created the department of labor and employment, the head of which shall be the executive director of the department of labor and employment, which office is hereby created.

Qualifications

There are no particular qualifications required of the executive director.

Appointments

The governor appoints the executive director, subject to confirmation by a majority vote of the Senate.[3] If an executive director is re-appointed by a new governor, the appointee must also be re-confirmed.[4]

Colorado Revised Statutes, Section 24-1-121

The governor shall appoint said executive director, with the consent of the senate, and the executive director shall serve at the pleasure of the governor. The reappointment of an executive director after initial election of a governor shall be subject to the provisions of section 24-20-109.

Term limits

The executive director is not subject to term limits.

Vacancies

There is no particular procedure for dealing with vacancies in the office of executive director.

Duties

The executive director of labor heads the Colorado Department of Labor & Employment, which administers the state's labor regulations, unemployment assistance programs and oversees a variety of other "consumer protection and safety programs." Additionally, the department provides job training, education and employment services through a number of Workforce Centers around the state. It also produces statistics and research covering the Colorado labor market.[5]
