Qualifications

Article III, Section 4 of the Connecticut Constitution states: The house of representatives shall consist of not less than one hundred twenty-five and not more than two hundred twenty-five members, each of whom shall be an elector residing in the assembly district from which he is elected. Each assembly district shall be contiguous as to territory and shall elect no more than one representative. For the purpose of forming assembly districts no town shall be divided except for the purpose of forming assembly districts wholly within the town.

Impact of redistricting

The Connecticut General Assembly bears primary responsibility for redistricting. To this end, the legislature appoints an 8-member bi-partisan committee tasked with drafting new maps. Between 2000 and 2010, Connecticut saw 4.9 percent population growth, only half the national average.[3]

In a repeat of the redistricting process following the 1990 and 2000 censuses, the 8 member reapportionment committee failed to adopt a plan by the September 15 deadline. The 8 members were then appointed by the governor to a redistricting commission and selected a ninth member to act as tie-breaker.

With time running out to meet their November 30 deadline,[4] the redistricting commission agreed on a new House map on November 28.[5] Gov. Dan Malloy was critical of the process, stating, "They should get their act together and get reapportionment done. It's an odd number of people. Get a vote, and get it done, and stop playing around with it."[6]

In the final hours before the deadline, the commission approved a plan for state Senate districts.[7]

Note: In Connecticut:

  • Endorsed candidates must be chosen at a party convention.
  • No more than one candidate is allowed to be nominated for any office at the convention.
  • That candidate then runs in the primary as a "party-endorsed candidate".
  • Both endorsed and non-endorsed candidates must receive at least 15% of the vote at a convention or gather enough signatures to equal 2% of enrolled party members.
  • If there is only one candidate, no primary is held.

The only districts with contested primaries in 2012 were District 5, District 13, District 63, District 75, District 91, District 107, District 116, District 128 and District 132.
