Craig Eiland is a Democratic member of the Texas House of Representatives, representing District 23 since 1995. He served as Speaker Pro Tempore in 2009-2010 session.

Biography

Eiland is an attorney, and has had his own private law practice since 1992.

He is involved with a number of organizations, including the Galveston Island Rotary Club, Dickinson Economic Development, Galveston Chamber of Commerce, Galveston County Bar Association, Moody Memorial First United Methodist Church in Galveston, National Conference of Insurance Legislators, and the State Bar of Texas.[1]

  • HB 223 - Relating to regulation of the secondary market in certain physician and health care provider discounts; providing administrative penalties.
  • HB 1288 - Relating to property owner, contractor, and subcontractor liability for certain damages.
  • HB 1811 - Relating to the standard of causation in claims involving mesothelioma caused by exposure to asbestos fibers.
  • HB 2752 - Relating to independent audits of insurer financial statements and insurer internal controls.[2]

Policies

Texas Windstorm Insurance Association

In February 2011, Eiland admitted to receiving more than $620,000 in legal fees from a multi-million dollar Hurricane Ike settlement with the Texas Windstorm Insurance Association (TWIA), the sole state insurer for wind and hail coverage for 14 coastal counties and part of Harris County.[3]

Eiland is also vice-chair for the Insurance Committee, Texas House of Representatives which is responsible for overseeing TWIA. He has said that the legal fees would not impact how he would vote on issue pertaining to TWIA.[4]

Campaign themes

Eiland did not provide answers to the 2008 Political Courage Test. The test provides voters with how a candidate would vote on the issues if elected. His answers to the Texas State Legislative Election 2004 National Political Awareness Test are available, but he did not provide an answer when asked his top legislative priorities.[5]

Eiland won re-election to the 23rd District seat in 2010. He had no opposition in the March 2nd primary. Eiland defeated Republican Gary Wilson in the general election on November 2, 2010.[7]
