Campaign finance irregularities
On February 3, 2010 the campaign finance board ordered Thao to pay the state $4,700 because of irregularities in his 2006 and 2008 campaign finances. The board found he had overpaid friends and relatives for work out of his campaign fund. Thao is required to pay $1,700 in public subsidies and a $3,000 civil penalty. He disagreed that he overpaid anyone, and is considering an appeal.
