Sullivan has been a fire lieutenant for the Manchester Fire Department since 2004, prior to that he was a fire fighter from 1987-2004 for the same department.

On November 4, 2008, Sullivan was re-elected by finishing second in the Hillsborough 8 District of the New Hampshire House of Representatives taking one of the six potential seats there. Sullivan (2,516) was second only to Jeffrey Goley (2,587). He was followed by Peter Ramsey (2,424), Sandra Reeves (2,348), Justin Gamache (1,787), and Karl Beisel (1,564).[1]
