Incumbent Marshall was first elected to the House of Delegates in 2001, but this district bordering North Carolina split evenly between President Barack Obama (D) and presidential candidate Mitt Romney (R) in 2012, which caused some to speculate about Marshall's chances for re-election ahead of November 2013. Marshall faced cardiologist and Danville Vice Mayor Gary P. Miller (D) and self-described conservative and former local school board member Mary S. Martin (I), who criticized Marshall for voting to increase taxes.[5][6][7]
