On February 15, 2010, Quall announced he would not be seeking re-election.
Quall is a former counselor/basketball coach for Skagit Valley College. He has also worked for Mount Vernon High School as a history teacher/counselor. He is now retired.
Quall earned his BA in Education from Seattle Pacific University in 1961. He went on to receive his M.A. in Education Guidance/Counseling from Seattle Pacific University in 1974.
While a member of the Washington House of Representatives, Quall served on the following committees:
