David Brinkley is a Republican member of the Maryland State Senate, representing District 4 and serving as State Senate Minority Whip. Brinkley was first elected to the chamber in 2002. He previously served in the Maryland House of Delegates from 1995 to 2003.

Brinkley earned his B.A. from the University of Maryland, College Park in 1981. His professional experience includes working as an estate and financial planner.

Brinkley ran in the 2012 election for the U.S. House, representing Maryland's 6th District. Brinkley sought the nomination on the Republican ticket, but he was defeated by incumbent Roscoe Bartlett in the Republican primary on April 3, 2012.[2]
