David Schultheis (b. July 19, 1940) was a Republican member of the Colorado State Senate from 2007 to 2011. He represented the 9th District.

Schultheis was a candidate for the Colorado State House of Representatives in 1998. He then served in the Colorado State House of Representatives from 2000 to 2006.

Schultheis attended Occidental College in 1959. He then attended the University of Minnesota in 1962. He earned his B.S. in Management from California State University, Los Angeles, in 1966.

Schultheis was an Assistant to Space Flight Operations Director for Ranger/Mariner Space Flights from 1960 to 1963. He also worked as Assistant Manager of Bendix Field Engineering Corporation during this time. He served in the California National Guard as a Sergeant from 1959 to 1964. From 1965 to 1971 he was Accounts Payable Supervisor for Collins Radio Company. He then worked as Senior Analyst of Micrographic Systems Development for the Southern California Edison Corporation from 1971 to 1975. Schultheis was President of Real Property Investments Incorporated from 1978 to 1986. He was also Owner of Real Estate Syndication and Development from 1975 to 1993. He has been Owner of Residential Income Property Investments since 1975.

Foster care

In December 2010, lawmakers looked over gaps in tracking the money that is paid out for foster care in Colorado. They expressed dismay.

Foster care falls under the purview of the Colorado Department of Human Services. However, the program is administered by individual counties, which contract with privately owned child-placement agencies that hand over checks to foster parents.

An audit performed by the state’s auditor found that the department has not heeded the recommendations of the previous two years’ audits calling for more oversight over the child-placement agencies.

The department’s stance, despite the state auditor’s assessment that the vendors should be subject to further scrutiny.

Sen. Schultheis said he hopes that the department will find a way to create the oversight that appears to be lacking.

“I do hope that future audits appear better than they appear here. It gives the impression that you (the department) don’t care about it,” said Schultheis. “It looks like we’re at logger heads and you’re going to do what you want to do.”[1]

Schultheis was eligible but did not seek re-election in 2010.


On November 7, 2006, Schultheis was elected to the 9th District Seat in the Colorado State Senate, defeating opponent Keely Marrs (D).[2]
