Walsh earned her BA and MA from the University of Rhode Island in 1971 and 1976, respectively.
She has taught 6th Grade at Chariho Regional School District since 1972.
Walsh served as Vice President of the Charlestown Town Council from 1982 to 1984. She then served in the Rhode Island State Senate from 1996 to 2002. From 1997 to 2002, she served as Deputy Majority Leader. She then joined the Rhode Island House of Representatives in 2007. She has served in that position since, representing the 36th District.

Walsh won re-election in 2010. She was unopposed in the September 14 primary election and defeated Moderate Thomas Browning in the November 2 general election.[2][3]

In 2008 Walsh was elected to the Rhode Island House District 36. Walsh (D) finished with 2,483 votes and was followed by David Cote (R) with 2,240 votes and Matthew McHugh (I) with 2,086 votes.[4] Walsh raised $23,611 for her campaign fund.[5]
