Doug Scott is the current chairman of the Illinois Commerce Commission. He was first appointed to the commission on March 3, 2011 by Gov. Pat Quinn.[1]


Scott graduated from the University of Tulsa in 1982 and from Marquette University School of Law in 1985. He was elected to the Illinois House of Representatives in 1995, where he represented District 67 until 2001, when he was elected Mayor of Rockford. He served as mayor until 2005, at which time he was named director of the Illinois Environmental Protection Agency, where he served until his appointment to the commerce commission.[1]

Political career

Illinois Commerce Commission (2011-Present)

Scott has served as chairman of the Illinois Commerce Commission since 2011, succeeding Charles Box, who he also succeeded as mayor of Rockford.[2]

Illinois EPA Director (2005-2011)

Scott was appointed as director of the Illinois Environmental Protection Agency by then-Gov. Rod Blagojevich (D) in 2005, serving in this position until 2011.

Comptoller calls for Scott's removal

During Scott's tenure it was reported that the IEPA had brushed-over a number of environmental wrongdoings, including cancer-causing pollution and waste leaks. In August 2009, then Illinois Comptroller Dan Hynes criticized Scott's performance, saying he should be removed from office. In a press release Hynes stated, “The Blagojevich culture of politically driven decisions still has a foothold in Pat Quinn’s administration, and Illinois families are the clear victim. I am calling on the governor immediately to remove Doug Scott.”[3]

Mayor of Rockford (2001-2005)

Scott served as Mayor of Rockford from 2001-2005. He was defeated in his bid for re-election by Larry Morrissey.[2]

Illinois House of Representatives (1995-2001)

Scott represented district 67 in the Illinois House of Representatives from 1995-2001.[1]



Scott was appointed to the Illinois Commerce Commission by Gov. Pat Quinn (D) effective March 3, 2011, with this term expiring January 20, 2014.[1]


Scott was appointed as Director of the Illinois Environmental Protection Agency by Gov. Rod Blagojevich (D) in 2005.[4]
