Downey Unified School District is located in the Southeast Los Angeles County, California in Downey, California. It is located in the largest county in California. According to the 2010 Census, it is home to 111,772 residents.[1]

Downey underperforms the rest of California when measured on the basis of median household income, percentage of residents over the age of 25 with a high school diploma, and residents over the age of 25 with a Bachelor's degree. Downey outperforms the rest of California when measured on the basis of percentage of residents living below the poverty level. The median household income in Downey was $59,773 compared to $61,632 for the state of California. 18.8% of Downey residents aged 25 years and older attained a bachelor's degree compared to 30.2% in California. The US Census also showed the poverty rate in Downey was 11.3% compared to 14.4% for the entire state. The US Census also found that 75.4% of Downey residents aged 25 years and older attained a high school degree compared to a 80.8% in California.[3]


John A. Garcia, Jr., Ph.D. is the current Superintendent of Downey Unified School District. He was appointed to the role on April 1, 2013. Garcia is a graduate of Downey High School. He earned his Bachelor's degree from California State University, Long Beach, a masters degree in education from California State University, Fullerton and an Executive Masters of Business Administration and his Doctor of Philosophy from the Claremont Graduate University. He had previously served the Glendale Unified School District as Assistant Superintendent for Human Resources.[4]

Academic performance

California STAR program

California's Standardized Testing and Reporting (STAR) program, which includes the California Standards Tests (CST), the California Modified Assessment (CMA), and the California Alternate Performance Assessment (CAPA), measures the achievement of California content standards for grades two through eleven. STAR results include English-language arts and mathematics in grades 2-11, science in grades 5 and 8-11, and history-social science in grades 8, 10, and 11. In high school, math and science tests reflect the course in which the student is enrolled. There are five benchmarks to indicate a student's proficiency on STAR. "Proficient" or "Advanced" indicates that a student is meeting or exceeding state standards, which is the desired achievement goal for all students.[9]

Anti-bullying policy

The Downey Unified School District has updated it's anti-bullying policy to come into compliance with the Safe Place to Learn Act. This act requires that California school districts adopt policies that include words that protect bullying against perceived and actual “gender, gender identity, gender expression, sexual orientation.” As of September 18, 2012, the Downey Unified School District is in compliance with the Safe Place to Learn Act. Although in compliance, Dr. Robert Jagielski, director of student services for the Downey Unified School District commented, “What happens a lot of times with all the cuts is things fall through the cracks; there’s no one to do it. In our case, I feel strongly about what we’re doing to address bullying period.”[11]
