Dr. Maurice Doty was the elected head of the Referendum League of Illinois starting in the late 1890s.

Under his leadership, the Referendum League used advisory (non-binding) petitions as a way of demanding reading I&R rights. The first two advisory initiatives appeared on the Illinois ballot in 1902 and won a landslide--83% of the vote.
