Earl "Buddy" Carter (b. September 6) is a Republican member of the Georgia State Senate. He has represented District 1 since 2009. Carter is running for re-election to District 1 in 2010.

Carter served as Mayor of Pooler, Georgia, for five terms from 1996-2005. Carter served in the Georgia House of Representatives from 2005 to September 2009, representing District 159. On November 3, 2009 he was elected to the Georgia State Senate representing District 1.

Carter worked as a Pharmacist prior to his legislative elections. He was employed as a Staff Pharmacist and Pharmacy Manager for Rupert Heller's Prescriptions from 1980 to 1988. In November of 1988 Buddy opened his first retail pharmacy. Since 1988, he has owned and operated 3 retail pharmacies. Today, Buddy consults for Omnicare, Inc., and operates his 3 Pharmacies located in Pooler and Garden City, Georgia.

Carter received an Associate of Science Degree from Young Harris College, then transferred to the University of Georgia where he received his Bachelor of Science degree in Pharmacy in 1980.
