Hooper is presently an adjunct professor for Adelphi University, Graduate School of Social Work. Her other professional experiences include shop steward for pubic employees federation, Department of Social Services Office; administrator for New York Sate Department of Social Services Division of Children and Family Services; and as a social worker.
Hooper earned a BA in english from Norfolk State College; a MSW from Adelphi University; and a Doctor of Humane Letters fro Five Towns College. She is married to Thomas.

Hooper defeated Van White and Jack Prophet in the September 14 Democratic primary. She defeated Derek Partee (R) in the general election on November 2. In addition to running on the Democratic ticket, he ran on the Independence Party of New York State ticket.
