Sims earned his BS from Illinois State University. He went on to receive his MPA from the University of Illinois. He then earned his JD from Loyola University Chicago School of Law. He is an attorney for the Law Offices of Elgie R. Sims, Jr.

Sims is running in the 2012 election for Illinois House of Representatives District 34. Sims is running against Richard A. Wooten, Paul Steven Gregoire, Kyle Kasperek and Sandra J. Wortham in the Democratic primary on March 20, 2012. No candidates filed to run in the Republican primary. The general election takes place on November 6, 2012.[2]
