Ethics or the State Ethics Commission have been established in states to foster integrity in government and promote public trust. The term "Ethics" in this context describes a specific documented code of conduct that defines the scope of what is considered appropriate versus inappropriate behaviors. It also establishes the nature of obligations owed to individuals and to society.

Ten point checklist

The following are the credentials for a passing grade on the Ten-Point Transparency Checklist:

  • Must have an ethics commission and guidelines for ethical behavior of officials
  • Process for reporting ethics violations available on web site.
  • Investigations and results of investigations posted
