Evergreen School District is a school district in Washington that served 26,387 K-12 students during the 2013-2014 school year.[1] This district is the fifth largest by enrollment in the state of Washington.

Evergreen Public Schools is located in Clark County, Washington
Evergreen Public Schools serves K-12 students in the City of Vancouver. Vancouver is the county seat of Clark County, which is situated along the Columbia River in southwestern Washington. The population of Vancouver was 161,791 according to the 2010 U.S. Census.[2]

Demographics

Vancouver lagged behind the rest of Washington based on median income, poverty levels and higher education achievement in 2010. The 2010 U.S. Census found the median income in Vancouver was $50,387 while the state median income was $58,890. The city's poverty rate was 15.5% compared to the state's 12.5% poverty rate. The percentage of city residents over 25 years old with undergraduate degrees (23.5%) was lower than the state average (31.4%).[2]

Superintendent

The current Superintendent of Evergreen Public Schools is John Deeder. He has served in the position since his appointment in July 2006.[4] Deeder earned an annual salary of $196,362 during the 2012-2013 school year.[5]

School board

The Evergreen Public Schools Board of Directors consists of five members elected in geographic districts to four-year terms. Each member can be compensated $50 per day for district matters with maximum compensation of $4,800 per year.[6]

Members of the Board of Directors are elected to four-year terms on a staggered basis. Two seats on the board were up for election on November 5, 2013 and three seats will be on the ballot on November 3, 2015.

Public participation in board meetings

The Evergreen Public Schools Board of Directors maintains the following policy on public testimony during board meetings:[7]

a. Any citizens may send a written communication to the Board of Directors, which may be in the form of a letter, published materials, or an email. Any written communication should be sent directly to the Administrative Service Center, P.O. Box 8910, Vancouver, WA 98668-8910 or to the Board of Directors' email address: Board.Directors@evergreenps.org.

b. At each Board meeting there are two ways for citizens to make comments to the Board of Directors. First, any citizen wishing to address the Board about an items not on that meeting's agenda may do so during the designated time on the agenda for Citizens Comments, as long as the comments are not personnel related or about an individual employee or student and are not legal in nature. Each speaker will be allowed three (3) minutes to address the Board. Comments are to be directed to the Board of Directors, as a whole, and may not be addressed to any individual member of the Board, the administrative staff, or the audience. If there is more than one speaker on the same topic, the Board President may set a specific time limit on how much testimony the Board will hear on that particular topic. In all cases, the Board will listen to the testimony but will not respond to the speaker or discuss the issue because it is not part of the published agenda and, therefore, it is not legal for the Board to deal with the issue during the meeting. The Board President may direct the Superintendent to respond, in writing, to a specific concern raised by a citizen.

Second, members of the audience may comment on items listed on the agenda when invited by the Board President. However, questions or comments are to be directed to the Board of Directors, as a whole, and may not be addressed to any individual member of the Board, the administrative staff, or the audience. It is the prerogative of the Board President to recognize people requesting oral comments to the Board and to limit the length of their presentations. Citizens are encouraged to address any concern through administrative channels prior to communicating with the Board of Directors.

c. It shall not be permissible to orally present or discuss complaints against individual employees or students of the school district at any Board of Directors' meeting. Such charges or complaints shall be presented to the Board of Directors in writing, via the Superintendent, and shall be signed by the person or persons making the charge or complaint. An Executive Session may be granted for the hearing of charges against individuals, whether students or employees.

d. No person less than eighteen (18) years of age may address the Board of Directors in a meeting unless accompanied by his/her parent, guardian or teacher, except with unanimous consent of the Board of Directors.

e. Boisterous conduct shall not be permitted at any meeting of the Board of Directors, nor will any defamatory or abusive remarks be tolerated. The President of the Board may terminate the address of any speaker who violates this regulation.[8]

Teacher salaries

Evergreen Public Schools employed 1,512 K-12 teachers during the 2013-2014 school year. Teacher salaries are categorized based on higher education achievement, professional development and years of service. A teacher with a Bachelor's degree can earn higher salaries by pursuing graduate courses with raises at 15-credit intervals up to 135 quarter credits. The salary schedule also accounts for graduate degrees by providing higher starting salaries and greater potential salaries. Unions

Teachers in Evergreen Public Schools are represented in contract negotiations by the Evergreen Education Association (EEA). The current President of EEA is Gloria Smith.[11]

Academic performance

The Washington Office of the Superintendent of Public Instruction published a state report card for 2012-2013 assessing subject proficiency levels and year-to-year progress for each district. This report card relies on data from the Measurements of Student Progress (MSP) and High School Proficiency Exam (HSPE) to determine if each district meets Annual Yearly Progress (AYP) goals in reading and math. The goal for each district was to meet proficiency goals at all grade levels and student demographics by the 2013-2014 school year.

Evergreen Public Schools met the state goal of 95% participation across all levels. The district did not meet AYP goals for reading at the elementary and middle school levels.[13]
