{{TOCnestright}}'''Florida Amendment 4''', also known as the '''Fee on Everglades Sugar Production''', was on the [[Florida 1996 ballot measures|November 5, 1996]] election ballot in [[Florida]].  It passed, with 45.6% of voters in favor.

Four citizen-initiated amendments were on the 1996 ballot; they were respectively the 12th, 13th, 14th and 15th citizen-initiated measures to appear on a Florida statewide ballot.

==Text of the proposal==

The language that appeared on the ballot:

Provides that the South Florida Water Management District shall levy an Everglades Sugar Fee of 1 per pound on raw sugar grown in the Everglades Agricultural Area to raise funds to be used, consistent with statutory law, for purposes of conservation and protection of natural resources and abatement of water pollution in the Everglades. The fee is imposed for twenty-five years.
