Frances Montgomery was a candidate for an at-large seat on the Pueblo City Board of Education in Colorado. She lost election to the board on November 5, 2013.


Montgomery worked as a bus driver before her retirement.[1]

Montgomery and Anita Stapleton lost to incumbent Phyllis Sanchez and fellow newcomer Patty Milner for the two at-large seats on November 5, 2013.

Montgomery reported $0.00 in contributions and $110.92 in expenditures to the Colorado Secretary of State, which left her campaign with $110.92 in debt.[2]


Montgomery did not receive any endorsements in the 2013 campaign.

Campaign themes


Montgomery explained her priorities for the 2013 campaign in an interview with The Pueblo Chieftain,

“We have to make students first...Everybody from the janitors and teachers, principals, food service workers and bus drivers have to make children feel important. If the students don’t feel important, then they aren’t going to do well in school."

What was at stake?

Incumbent Phyllis Sanchez sought re-election to the board. Fellow member Stephanie Garcia was ineligible to run for another term because of Amendment 17 to the Colorado Constitution, which says that no "elected official of district....shall serve more than two consecutive terms in office." Sanchez was challenged by Patty Milner, Frances Montgomery and Anita Stapleton for two available seats.
