Frank S. Niceley (b. March 3, 1947) is a Republican member of the Tennessee State Senate, representing District 8. He was first elected to the chamber in 2012.

Niceley served in the Tennessee House of Representatives from 1988 to 1992 and 2005 to 2012.

Biography

Niceley earned his B.S. from the University of Tennessee in 1969. He has worked as a managing partner, farmer, and businessman.

Hemp farming legalization

In August 2013, Niceley floated the idea of legislation legalizing hemp farming in Tennessee, as Kentucky and other states did in the several years prior to Niceley's idea. He argued that industrial hemp could be a viable crop for farmers, and that hemp can be made into clothing, paper, rope, and many other items. He also noted that hemp is legal to buy, sell, import, and export, but not grow. Emphasizing that hemp is not marijuana, Niceley suggested that farmers should be allowed to tap into this market in the state. Growing hemp was also prohibited by federal law at the time of Niceley's idea.[1]

Niceley ran in the 2012 election for Tennessee State Senate District 8. Niceley defeated Jeffrey D. Brantley, Cynthia Bundren Jackson, Hobart L. Rice, and Michael Williams in the Republican primary on August 2, 2012. He was unchallenged in the general election which took place on November 6, 2012.[2][3][4]

Niceley was re-elected to the 17th District Seat in 2010. He defeated Democrat Mike Dockery in the general election on November 2, 2010. He was unopposed in the August 5 primary.[5][6]
