Rosa earned her B.A. in Marketing from the Universidad Pedro Henriquez Urena in 1986 and her B.S. in Economics from Instituto Tecnologico de Santo Domingo in the Dominican Republic. Her professional experience includes serving as Senior Policy Advisor and Special Assistant in the Office of Assemblyman Farrell, working as the Chief of Staff of a City Councilmember from the 10th City Council District, as a Legislative Assistant to State Assemblyman Herman D. Farrell Jr., and as a English Teacher at the Dominican American Institute.

Rosa ran in the 2012 election for New York State Assembly District 72. She defeated Melanie Hidalgo, Mayra S. Linares, and Ruben D. Vargas in the Democratic primary on September 13, 2012. Rosa defeated Ronnie Cabrera (R) in the general election which took place on November 6, 2012.

On June 27, 2014, Rosa plead guilty to committing marriage fraud in order to become a U.S. citizen and was removed from office. Born in the Dominican Republic, Rosa admitted in federal court that she got married to "regularize my immigration status," cites the New York Times. Her corruption charges also included two counts of making false statements and another charge that related to a bankruptcy proceeding. She is due to be sentenced on October 3 and could face up to 10 years in prison. But according to the plea agreement she will serve from 12 to 18 month sentence.
Rosa is married, and has one child.
