Hooser was on the Kauai County Council from 1998 to 2002. He joined the Hawaii State Senate in 2002 and served in that position until he resigned in July 2010. He also was a candidate for the United States House of Representatives, District 2, Hawaii, in 2006. He has been Senate Majority Leader since 2007, representing the 7th district.
Hooser is the founder/owner of Wai'oli Properties, Incorporated. He is also Vice-President of Loomis-ISC. In addition, he is President and co-founder of H and S Publishing.
Hooser did Professional Studies in Public Administration. He attended Hawaii Entrepreneur Training and Development Institute in 1978. He went on to receive his AA from Kauai Community College in 1990. He then earned his BA from the University of Hawaii West Oahu in 1996.
On November 4, 2008, Hooser won re-election to the Hawaii State Senate from Hawaii's 7th Senate District. Hooser received 18,994 votes in the election, defeating JoAnne Georgi (R), who received 6,041 votes. Additionally, 2,451 "Blank" and 11 "Over" votes were cast in the election. Hooser raised $89,656 for his campaign; Georgi raised $3,400.
